Title Statutory authority that permits obligations to be incurred but requires that funds be borrowed to liquidate the obligations (see title 7 of the GAO Policies and Procedures Manual for Guidance of Federal Agencies). Usually, the amount that may be borrowed and the purposes for which the borrowed funds must be used are stipulated by the authorizing statute.
